On Monday, the Russian Embassy in Canada released an official statement on behalf of the country denouncing Canada’s choice to legalize cannabis. 

“We are convinced that this legalization goes against international law on drug control. By consciously torpedoing the international drug control regime, the Canadian government is creating the world’s largest drug market, which, despite all the claims and measure being contemplated to prevent the export of cannabis across national borders, will certainly result in a considerable increase in its trafficking to other states,” said the Russians. 

The statement refers to the 1961 Single Convention on Narcotic Drugs, the 1971 Convention on Psychotropic Substances and the 1988 Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances treaties - Canada is a member of each. 

The embassy continued “Russia and other countries will probably have to take additional measures to prevent possible attempts to smuggle cannabis and its derivatives from Canada.”
Richard Walker, a spokesman for the Canadian foreign ministry, responded that Canada remains “a strong supporter of the international drug control framework” and will continue to “combat drug trafficking.” 

The points made by the Russians have been acknowledged by the Canadian government in past sessions. The government noted they were violating past drug treaties Canada has signed, but chose to continue nonetheless due to evolving opinions of the effects of cannabis. 

Health Canada also acknowledged the risk of losing sight of legally Canadian-grown cannabis in the black market when it came up with Licensed Producer regulations. It responded with strict tracking and monitoring of cannabis from seed to sale for licensed producers to maintain it stays within the bounds of the law.
