New York Governor Andrew Cuomo’s plan to legalize cannabis for adult recreational use is a frontrunner in the push toward full legalization of cannabis in the United States, experts say.

Cuomo announced in his State of the State speech that he will be including a plan to make cannabis legal for adults over 21 in his budget for the current fiscal year. The governor wants to create a legal industry that would include all minorities. As of now, 10 states have legalized cannabis for recreational use, while another 33 have legalized medical cannabis.

“Legalize adult-use cannabis,” said Cuomo. “Stop the disproportionate impact on communities of color. And let’s create an industry that empowers the poor communities that paid the price and not the rich corporations who come in to make a profit.”

Cuomo expects to generate about $300 million in annual tax revenue from the new industry. Funds raised would be used to finance a state traffic-safety committee, small business development, and substance-abuse services and other programs.
