On Wednesday, New Jersey lawmakers unveiled bills aimed to introduce a recreational marijuana market, expand the state’s medical marijuana program and revamp the rules for expunging drug-related and other violations.

The bill will be voted on in legislative committees on Monday, and if it goes through could be in the full Senate and Assembly for voting in December.

If the legislation, S-2703, is passed, adults over the age of 21 will be able to possess up to one ounce of cannabis, or its equivalent in other forms. It will be regulated similar to cigarettes, with smoking in public very limited, but allowed in designated areas.

The state would take a 12 percent tax on cannabis sales, with up to another 2 percent being taxed by municipalities.

People who have been charged with or convicted of violations made legal by the bill will be able to apply to have their record wiped of the offences.

Under a related second bill, the state would alter its medical marijuana program by increasing the per-patient monthly medical marijuana cap to three ounces instead of two, as well as allow patients to purchase from any legal dispensary in the state, rather than just the one with which they are registered.

New Jersey will become the 11th US state to allow for recreational marijuana if it passes, something newly-elected governor Phil Murphy has openly supported.
