The city council of Saskatoon has passed a cannabis bylaw that includes a $20,000 licensing fee for marijuana retailers. 

The bylaw also includes a $10,000 annual renewal fee, however that is still subject to review. 

The bylaw passed by a vote of 8-2, with Councillor Ann Iwanchuk unsuccessfully proposing to reduce the license fee to $500. A regular business license fee is $125 with an annual renewal fee of $85. 

The extremely high cost, it is argued, is to help pay for the costs of regulating a recreational marijuana market in Saskatoon. According to Randy Grauer, general manager of community services, the city has already spent around $150,000 in the last year preparing for legalization. That comes alongside the estimated $500,000 a year in additional policing services that Councillor Darren Hill says will be required.
